Bell Canada's traffic throttling extends to Canadian ISPs

Traffic throttling in Canada is a popular sport for both Bell and Rogers. Bell apparently does it even on lines it resells to smaller ISPs.

If anyone thinks the CRTC gives two beans about the quality of their internet connection, they need to give their head a shake.
